In continuation of my Secret despatch of

8th February, 1929, I have the honour to enclose the accompanying report of an interview between

Dr. R.H. Kotewall, C.M.G., and Mr. Chan Yau-ka, described

as a trusted adviser of General T'ang Shang-chih, to

whom reference is made in paragraph 4 of my Secret

despatch of 1st February, 1929. General T'ang, of

course, realizes that his presence in the Colony can be

tolerated only so long as he refrains from detected

intrigue against the administrations of South China, and

his protestations of friendship or neutrality may be to

some extent discounted. At the same time since the

majority of his former supporters are established either

in Hunan or in North China it is difficult to see why,

if his object is subversive activity, he should choose

Hong Kong rather than Shanghai as the base for his

operations.
